The board voted unanimously at its July 9 meeting to request a warrant placeholder for a proposed BESS bylaw after Fire Chief O'Brien outlined the public safety case, warning that lithium battery fires can require thousands of gallons of water to suppress, may re-ignite for up to 90 days, and generate contaminated runoff that threatens drinking water — hazards compounded by Lakeville's lack of municipal water infrastructure. The draft, drawn partly from Freetown's spring 2026 BESS bylaw, would require a 300-foot setback matching standard evacuation-zone practice and allow large-scale tier two and tier three systems only by special permit in industrial zones.

O'Brien cautioned that state regulators have warned towns against overly restrictive bylaws, noting that legal challenges tend to favor developers. The board also voted unanimously to recommend Ann Turpin for the associate member seat and Michelle Bellard for a two-year unexpired full-member seat, with both nominations going to the Select Board for appointment.
